The Evolution of 1C in Ukraine: From an Indispensable System to a Threat to National Security

1C:Enterprise — is a huge universal technological platform on which various configurations for accounting, tax, management, and personnel accounting are created. The company "1C", which develops these software products, was founded in 1991 in Moscow, and the first version (prototype of "1C:Accounting") was released in 1992. The full launch of the "1C:Enterprise" platform took place in 1993, after which it gradually began to conquer the countries of the former USSR.

The first attempt by the Ukrainian authorities to push businesses to switch to alternatives to 1C was the large-scale sanctions of the National Security and Defense Council in 2017 against legal entities associated with it, including LLC "Eurosoftprom" and "Skyline Software". And what do you think the Russian developers of 1C did? Right, they began to pretend to be a European product. Thus, the BAS (Business Automation Software) line appeared, which is built on the same architecture and with identical software modules.

The right to the BAS trademark belongs to the Polish company NetHelp, and it seems that there are no problems. However, the support and development of the product in the Ukrainian market is carried out by the "Union of Business Automators" (SAB), headed by Vadim Mazur (the same person who previously managed the sanctioned representation of 1C in Ukraine). So in theory, BAS is a new European solution that allowed companies to bypass sanctions, but in practice, it is the same product with Russian code.

In the first years, this method of circumventing sanctions worked, and few thought about looking for alternatives to 1C. The situation changed with the Resolution of the Cabinet of Ministers of Ukraine No. 1335 dated October 22, 2025, which approved the procedure for forming an open list of prohibited software and equipment. On January 9, 2026, the State Service for Special Communications and Information Protection (SSSCIP) published a register that includes 27 names of software products not only from "1C" but also from BAS. This ultimately stripped these products of legitimacy in the eyes of government agencies and critical infrastructure operators.

New restrictions also apply to the private sector. According to draft law No. 13505, an enterprise that uses, services, and distributes prohibited software, including 1C and BAS, will receive a fine of 2% of its annual turnover. Additionally, there is the impossibility of participating in public procurement through the Prozorro system, as one of the conditions is the rejection of proposals from participants whose systems are based on sanctioned products.

What are the drawbacks of the 1C and BAS programs

Considering that Russia is an aggressor country, the automatic drawback of 1C is the lack of security. The presence of hidden vulnerabilities or backdoors in the code allows the Russian special services to monitor financial flows, personnel composition, and strategic plans of our enterprises. Russian developers can block the operation of the system at any time. Moreover, Russian software often becomes a vector for the spread of malicious code.

Confirmation of this is the hacker attack on June 27, 2017, NotPetya, which not only affected Ukrainian government institutions, banks, airports, and private companies but also spread worldwide through an infected update of the popular reporting program M.E.Doc.

Why you shouldn't use the 1C programIn addition to dependence and lack of security, the drawbacks of 1C include:

  • High total cost of ownership (TCO). To operate this software, you need your own servers, backup systems, uninterruptible power supplies, and specialized premises. To avoid additional costs for purchasing, hosting, and maintaining equipment, it is better to choose a dedicated server or cloud infrastructure.
  • The curse of customization. Each user fully customizes the system for themselves, which makes standard updates often impossible to install automatically. And you constantly have to pay programmers for manual transfers of modifications.
  • Limited scalability. The larger the volume of data and the number of users, the worse the performance of 1C. Of course, it all depends on the system settings, plus you can switch to more powerful hardware. But this is precisely the problem that you always have to somehow adapt, while modern alternatives are much more flexible.
  • Isolation. You can integrate 1C with modern services, but for this, you need to write complex connectors from scratch. Ukrainian and Western systems have open APIs and ready-made integration modules.

However, this functional proximity is also a disadvantage of "Debit Plus," as visually the software looks outdated, especially compared to MASTER and Dilovod. And the business logic is based on JavaScript (Rhino engine) and XML: on the one hand, it allows the IT department of the enterprise to independently refine forms and reports, on the other hand, the specifics of the Eclipse RCP architecture require time to master.

Additionally, there is also an inconvenient website: it has a lot of important information, detailed text and video instructions, but we couldn't figure out the registration. It only has a "Leave a request" form and authorization, but how can you authorize without registration?

As a result, it turned out that there is no fixed open price. For small businesses (standard configuration for 1-2 workplaces), there is usually an offer at the price of 1 UAH, for medium and large businesses, it is calculated individually. To start using the program, you must first leave a request on the website or call the contacts provided on the relevant page. Only after that will a specialist be assigned to you, who will help select the configuration, conduct training, and perform basic settings. And that very authorization page is intended only for existing clients (access to updates, support), and the data will be provided to you by your specialist.

Is it worth going through all this? It is definitely worth a try, especially if you are a small business and can get "Debit Plus" practically for free. Although for small businesses, Dilovod still looks more convenient. For medium and large businesses, the program is excellent, especially with its industry solutions and modular system.

What are the Western alternatives to 1C and BAS

The advantages of Western companies include constant development of innovative solutions, instant uninterrupted updates, quick support, and the highest level of security. Despite the stereotype of high prices, the cost of such solutions is often quite competitive compared to Ukrainian products. However, it should be noted that our companies still have more experience working with Ukrainian legislation, knowing all the nuances and subtleties.

However, the Western alternatives to 1C we have selected offer products adapted to the Ukrainian market, so we suggest learning more about them.
