"The amendment to Article 15.4 of Federal Law No. 149-FZ, which is proposed by the draft law, may lead to negative consequences. At the end of April, representatives of the "Just Russia" faction asked for amendments. They intend to add a clause that states that telecommunications operators have no right to restrict access to Internet services through which government agencies distribute official information at the time of state of emergency or state of emergency. The Ministry of Communications and Communications noted that in accordance with the law "On ensuring access to the activities of state bodies and local self-government bodies", these bodies are developing official sources on the network. The comments also state that the draft law proposed by the deputies "carries a high level of discretion, caused by the lack of strict criteria for establishing those organizers of the dissemination of information on the network, in respect of which amendments can be made." Criticism of the new bill by the authorities did not stop its authors. They are sure that the law is capable of suspending the court's decision for a certain period, which will allow "special services and Telegram to return to the conversation about the transfer of encryption keys and other issues that have not yet been resolved."
